I've been noticing that a number of troll posters are all following each other into, what appears, to be a ring. If I take a troll and look at who is following them and repeat for a few cycles, I'll get back to the original poster a lot of the time.

I'm wondering if detecting these rings is doable and would allow a more effective block list to be generated from one troll account.

You've just done it.

Flag an account negative, chase the loop (spiral?).

To my other point about API to these systems, it's rad because you can build your own accept/reject groups.

Don't even need AI to detect your "out group" - FastText is good enough to filter.
