The answer is 'no' and 'nobody' to all those questions. It seems hopeless (or at least out of touch for me to change much of that, since I hope to keep on the technical side of things).

Then there isn't much hope and I would look for a new job if changing that isn't on the cards. Your job in the technical side relies on good governance.
