What's so disturbing about what IPs were looked up on a site?
The only way I find that remotely possibly of any interest is perhaps maybe some of those IPs are slightly more prone to having some sort of public unsecured service. (And uses this API/site to find the public IP.)
Is there an actual legitimate complaint or worry here?
What do you mean by "people's" data? It's information about an IP address that is completely public. You could find it by going to ipinfo.io/<any random IP address>, or by using various tools or other websites to look it up.

The page is actually only there for SEO purposes, so that google indexes these IPs without me having to go to the trouble of building a site map. If there's genuine concerns or issues with that page then I'll kill it.

Very cool! I've been a long time Alfred user but hadn't upgraded to the power pack before. This finally convinced me. I just put together my first workflow (ip details - info at http://www.alfredforum.com/topic/3157-ipinfo-workflow-ip-add...). It's really simple to do and very flexible. I can see myself building more and more of these and them becoming a regular part of my "workflow".
My guess is that is to manipulate all of the app discount sites that scan the app store and report on apps that have recently been discounted. If the developers drop the app to $0.99 then all of those sites will report this as a huge saving, and possibly feature it more prominently as a result (I'm assuming those sites are all automated - and there are a lot of them!)
I am the developer of one of those "discount sites". Well I do not have a site but apps for iOS and OS X that show you the discounts. I filter those things out on the server side in extreme cases and my Mac app allows you to specify your own filter criteria like in iTunes where you can have smart playlists. So for example you could ignore apps where the old price is $999 and the new price is $0.99 or something like that.
